The decision to appoint members of the College of Manufacturers and Importers, co-signed by Emmanuel Macron, Minister of Economy, Industry and Digital Affairs and Fleur Pellerin, Minister of Culture and Communication, was published in the Official Journal on 29 August 2015. By this decree, the private copying commission - provided for in Article L. 311-5 of the Intellectual Property Code - is reconstituted.
Five professional organizations with indisputable representativeness (AFNUM, FEVAD, SECIMAVI, SFIB and FFT) were thus appointed to renew the college of representatives of manufacturers and importers of media and materials subject to remuneration for private copying.
After the decision of 19 November 2014 by which the Council of State validated the commission’s decision no. 15 of 14 December 2012, this appointment allows us to resume work with all members after a three-year break.
Welcoming this encouraging sign and the goodwill of all actors, Emmanuel Macron and Fleur Pellerin reaffirm their attachment to the roadmap drawn up by Christine Maugüé in her report on the functioning of the private copying commission that she submitted to the Minister on July 2. It is this road map which, laying the foundations of a shared consensus, has made it possible to reconstitute a commission which will have to fit into this new spirit.
Emmanuel Macron and Fleur Pellerin will also be very attentive to ensure that this work is conducted in the light of the conclusions of the information mission led by Marcel Rogemont adopted last July by the Committee on Cultural Affairs and Education of theNational Assembly.
The two ministers also want to commend the work done by the State Councillor, Raphaël Hadas-Lebel, whose term as President of the Commission has just ended after a period of three years. Jean Musitelli, State Councillor and Editor of the UNESCO Convention for Cultural Diversity in 2005, will be appointed shortly.
