By decree dated June 4, 2015, Hélène Orain, until then secretary general of the Operator of Heritage and Cultural Real Estate Projects (Oppic), was appointed director general of the Public Establishment of the Palais de la Porte Dorée for a five-year term.
She succeeds Luc Gruson, director general of the institution since 2010, who was alongside Jacques Toubon, former minister, now Defender of Rights, one of the initiators of the Cité nationale de l'histoire de l'immigration 12 years ago. He had led the mission of prefiguration of the City from 2003, then the GIP National City of Immigration History. After being Deputy Director General of the Public Institution created in 2007, he was appointed Director General on 8 April 2010.
The establishment, which became in 2012 the Public Establishment of the Palais de la Porte Dorée, now houses in a unique heritage site, the historic monument, the national museum of the history of immigration, inaugurated by François Hollande, President of the Republic, in December 2014, and the Tropical Aquarium. Mercedes Erra, founder of BETC and executive president of Havas Worldwide, chairs the school’s Board of Directors and Benjamin Stora, historian and Inspector General of National Education, its Board of Directors.
Born in 1970, Hélène Orain graduated with a DEA in sociology and a master’s degree in applied economics, she began her career as a research teacher at the Universities of Paris Dauphine and Evry from 1993 to 2000. She joined the Ministry of National Education in 2000 as a project officer in the office of the Minister for Vocational Education. In 2002, she joined the Research Directorate within the Ministry as Secretary General of the Education and Training Research Incentive Program, and then as Head of Establishment at the Office of Contract Research and Research Funding. In 2005, she became project manager for budget performance at the Directorate-General for Higher Education.
After leaving the Ena (promotion Willy Brandt), Hélène Orain held various positions in the Ministry of Culture and Communication. In 2009, she was Head of the Budget and Synthesis Office at the General Secretariat, then in 2011, Head of the Human Resources Office at the Directorate-General for Heritage. In 2012, she became budget advisor to Aurélie Filippetti, Minister of Culture and Communication. Since 2013, she has been Secretary General of the Oppic.
