The expert report coordinated by Roch-Olivier Maistre on the reform of press aid advocated a joint work of reflection for all stakeholders in the sector on the future of press distribution networks in a context of structural decline in broadcast volumes.
The end of the moratorium in 2009 on the increase of the postal rates of the press, spread over the years 2014 and 2015, creates additional costs for the press publishers whose President of the Republic wished that they could be studied with precision.
A joint expert mission of the General Inspectorate of Cultural Affairs, the General Inspectorate of Finance and the General Council of Economics, Industry, Energy and Technology will work with all parties concerned on this issue, on the evolution of commercial relations between the press and the Post Office after 2015 and on the more global and medium-term evolution of the three distribution channels - portage, direct mail and issue sales - of print media.
The first phase of the mission will be delivered in December. Medium-term recommendations are expected before the end of the first half of 2014.
