Book and Reading Service
Within the Ministry of Culture, the Book and Reading Service provides an evaluation and regulatory role in the field of the book chain, and in particular in the fields of bookshop and publishing, public reading, digital and heritage policies. He supervises the Bibliothèque nationale de France (BnF), the Bibliothèque publique d'information and the Centre national du livre and follows the careers and staff of the libraries assigned to the ministry. For the implementation of State policy, it relies on the Regional Cultural Affairs Directorates and their advisers for books and reading.
Within the Media and Cultural Industries Branch (CMIB) of the Ministry of Culture, the book and reading service has as its mission:
- to develop, coordinate and evaluate the action of the Ministry of Culture and Communication in the field of books and reading;
- ensure a balance between the various players involved in the book and bookshop sectors and the development of the publishing sector;
- to monitor economic, legal and social issues concerning the creation, publishing, dissemination, distribution and promotion of books;
- to implement the supervision of operators within its area of competence;
- promote the development of reading and evaluate policies in the field of public reading. It contributes to the modernisation of libraries and media libraries, and in particular to the strengthening of cooperation networks and services. It ensures the conservation, enrichment and enhancement of their heritage;
- to exercise the technical control of the State on the libraries and the media libraries of the local authorities;
- to carry out surveys concerning books and reading.

The missions of the Book and Reading Service are implemented by three departments:
Library Department
Within the Book and Reading Service, the Library Department is responsible for monitoring public policies related to reading and libraries:
- He is responsible for the National Library of France(BnF) and of the Public Information Library (BPI). It coordinates the network conducted by these two public institutions on behalf of the State.
- He exercises the state inspection on libraries belonging to local authorities as defined in particular in Articles L 310-1 and R 310-9 of the Heritage Code.
- It develops and publishes the national statistics activities of public libraries.
- He ensures the preservation and to the enhancement of public library heritage collections, including the 54 classified municipal libraries. As such, it contributes to the enrichment of collections (right of pre-emption, interventions in public sale, subsidies) and to their reporting (coordination of collective catalogues). It designs and coordinates the Action Plan for Written Heritage, accompanies and evaluates research and development activities.
- It participates in the coordination of digitization policies nationally.
- It follows up on the movement of cultural goods within the domain of books (manuscripts, books, prints, photographs, numismatic collections, maps, ...).
- In coordination with the Ministry of Local Government, it monitors issues related to State aid for investment in territorial libraries (municipal libraries and departmental lending libraries) within the General Decentralisation Allocation (DGD): construction projects, modernisation of institutions, development of computer and digital equipment (“digital contract”, “reference digital libraries”, etc.).
- He participates in the interdepartmental policies in favour of reading, especially among those who are temporarily distant from the reading offer of libraries (hospitalized, disabled, prisoners, etc.). It carries out actions aimed at children and young people (development of reading and youth literature, arts and cultural education) or within the framework of territorial cooperation (territorial reading contracts).
- He liaises with the Ministry of Higher Education and Research for cross-cutting issues in libraries (bibliographic information, collective catalogues, digital resources...).
- It monitors public policies and library actions at the international level (IFLA, UNESCO, LIBER, NAPLE, etc.).

Department of Book Economics
The Department of Book Economics Its mission is to develop, coordinate and evaluate the action of the Ministry of Culture and Communication for all economic, legal and social issues concerning the creation, publishing, distribution and promotion of books in France and abroad.
In particular, it seeks to preserve the balance between the various players involved in the book market and to foster the conditions for the development and distribution of a rich and diversified editorial offering. It provides expertise in literary life.
Its role in regulating the book chain is based on both a normative activity and a direct support activity. It sheds light on the main orientations of the policy of the Ministry of Culture and Communication in the field of books through a monitoring and studies activity (Observatory of the book economy). It also assesses the work of the National Book Centre, whose Book and Reading Service is responsible for the Ministry of Culture and Communication, as well as the activity of the Regional Cultural Affairs Directorates as regards the book sector.

Department of Resources and Territorial Action
The Department of Resources and Territorial Action Performs the following core missions and activities:
Book and Cultural Industries Budget (Programme 334, Action 1)
- Impetus, coordination and monitoring of the department’s budget
- Support to departments for expenditure (operations, assistance, investment)
- Management control.
Supervision (administrative and financial)
- Monitoring of 3 public institutions: BnF, Bpi and CNL (budget, preparation of boards of directors, performance contracts, ...)
Management of library staff
- In liaison with the Ministry of Higher Education management of staff in the library sector assigned to the Ministry of Culture and Communication (approximately 400 staff). Adoption of decrees relating to decentralized management acts, preparation of PACs for the bodies in the sector (transfers, evaluations, promotions...), negotiation and monitoring of agreements for the provision of curators to local authorities with a classified municipal library.
- Monitoring of employment ceilings.
Territorial action
- Coordination of the activities of the sectoral advisers for books and reading, and coordination of their network
- Participation in the facilitation of the DRAC network in conjunction with the General Secretariat of the MCC (Department of Territorial Action)
- Distribution, allocation and monitoring of DRAC deconcentrated credits.
Coordination within the Book and Reading Service of the projects related to the modernization of the State.
